Stipend Allocations for Direct Service and Alternative Payment Contractors

 

Assembly Bill (AB) 82 (Chapter 6, Statutes of 2021) authorized the California Department of Social Services (CDSS) to allocate funding from the federal Consolidated Appropriations Act of 2021 and Coronavirus Response and Relief Supplemental Appropriations (CRRSA) Act toward one-time stipends for providers of CalWORKs Stage One Child Care.  Pursuant to AB 82, providers are eligible for stipends in the amount of $525 per child enrolled in CalWORKs Stage One Child Care based on 2020 enrollment.  The purpose of the stipends is to help providers address costs associated with the novel coronavirus disease (COVID-19) pandemic, which include but are not limited to, decreased enrollment, closures, and ongoing expenditures.

 

CDSS has contracted with the Foundation for California Community Colleges (FoundationCCC) to issue and distribute the checks for providers serving families receiving CalWORKs Stage One Child Care.  The FoundationCCC will process payments via Electronic Funds Transfer (EFT) to Alternative Payment Programs (APPs) that administer CalWORKs Stage One Child Care for county welfare departments. APPs will administrate the stipend payments to providers as described in this notification.  To support the administration of the stipend distribution, APPs will receive 5% of the total funds as an administrative fee.

 

For Stage One Child Care, CW 115/115A data submitted for November 2020 through county welfare departments will be utilized to determine the number of eligible children in the program for stipend allocations.  CDSS is working with the county welfare departments where multiple APPs administer Stage One to determine the breakdown of the Stage One caseload in those counties. 

 

Timeframe for Allocation Process

 

APPs will be provided with more information on how the FoundationCCC will process the EFT payments in an upcoming webinar, currently scheduled for March 18, 2021 at 10 am.  Please follow this link to join the meeting at the scheduled time.  During the webinar, CDSS will clarify what information is required to process payments, including the W-9 electronic form submissions through a web-based portal monitored by both CDSS and the FoundationCCC.  EFT payments will be processed 10 business days after a completed W-9 and payment information is submitted.  APPs can select to receive a check by indicating through the FoundationCCC web-based portal reference above.  Check payments will be mailed in April 2021.
