(Updated July 23, 2019) -  Upon close of the February 11, 2019 public comment period, ELCD received over 400 submissions to the DRAFT proposal.  As part of the regulatory process is a review of the submissions.  Following review of the submissions, if issues were raised that require new language or changes to happen to the original proposal, then another regulatory package must be put out again for public comment and made available to those that had submitted comments.

On December 28, 2018, CDE released a 12-month eligibility and CalWORKs regulatory package.  That day started the 45-day public comment period ending on February 11, 2019.  Below are links to the proposed language and supporting information.


The input/recommendations submitted to CDE will be considered in the drafting of the regulations. As part of the rulemaking process, once the regulation changes to the California Code of Regulations, Title 5, are written, there will be an opportunity for public comment before the regulations are finalized, through the Office of Administrative Law. The Office of Administrative Law (OAL) rulemaking process will be followed, which includes public comment periods.
